FIN7

FIN7 is one of the most prolific financially motivated cybercrime groups of the last decade, active since around 2013 and tied to the Carbanak bank-theft operations. It has evolved from point-of-sale and ATM theft into a broad criminal enterprise that now feeds ransomware operations and sells access and tooling.

NAMES AND ALIASES

Carbanak, Carbon Spider and a criminal enterprise

FIN7 overlaps heavily with the Carbanak operations, and different vendors name the people, the malware and the activity differently. They map to one entry among the threat actor records we maintain, so a Carbon Spider report and a Sangria Tempest advisory read as one group.

GROUP PROFILE

From card theft to ransomware supply

FIN7 started by stealing payment-card data at scale from retail, restaurant and hospitality chains, running the Carbanak campaigns that stole from banks directly. Over time it turned into a criminal enterprise that builds tools, runs fake front companies, and partners with ransomware crews.

Our record ties it to financial theft across the US, UK, Australia and Europe, hitting financial services, food and agriculture, and healthcare. Its affiliates have fed ransomware brands including Black Basta and Nokoyawa.

The group is known for reinvention. It has posed as a security firm to recruit unwitting testers, built fake-update loaders, and stood up AI-themed honeypot domains to lure victims, all while keeping its Carbanak lineage of stealthy, well-engineered malware.

ATTACK LIFECYCLE

Phishing and fake updates into hands-on intrusion

The stages below come from 2024 and 2025 FIN7 activity in posts we track on our IOC Hunter feed.

Initial Access

Spear-phishing remains the front door. In the 2026 campaign Hunt.io tracked as Operation Neusploit, APT28 sent convincing spear-phishing from already-compromised government accounts and abused a Microsoft Office security bypass (CVE-2026-21509) to kick off a fileless chain. A separate June 2026 cluster delivered the LameHug malware through spear-phishing ZIP archives using double-extension lures.

CVES EXPLOITED

Enterprise apps in the ransomware era

CVE-2026-21509

A Microsoft Office security bypass used to open the fileless chain in Operation Neusploit, and again in the PixyNetLoader intrusion chain. Both campaigns paired the exploit with spear-phishing from compromised accounts rather than mass exploitation.
